AMHERST DOESN'T NEED DOG PEN IN STATE PARK

I must compliment all of those involved on an excellent job in preparing the Amherst State Park Master Plan. This effort since May of 1999 has produced results that provide an excellent passive recreation park, which protects the unique natural environment and wildlife.
Unfortunately, an increasing number of dog owners have been letting their pets run wild in the park. This is a distinct violation of the Amherst leash law. Why don't these scofflaws have the common decency to keep their dogs on a leash so the owners can be in a position to prevent dog fights, protect other park users and clean up after their pets? These unleashed dogs pose a hazard to wildlife and people.
At the public hearing on May 13, a large group of well-organized dog owners requested a dog pen within the park's boundaries. Why didn't these people come to the many public planning sessions, so the advisory committee could consider their proposal? A dog pen does not meet the objectives of Amherst State Park. Why should taxpayer money be spent for this purpose? What is Amherst's liability if a dog escapes and injures someone?
Our senior citizens will be living in the former St. Francis Motherhouse and the Holy Family Home operated by the Sisters of St. Joseph. A pen full of barking dogs would spoil their enjoyment of the park during their retirement. Amherst should enforce the leash law. A dog pen is unnecessary.
